When the back end stops keeping up
A dog whose hind legs no longer carry them still wants to sniff the garden, follow you around and be part of the day. Carrying them everywhere isn't sustainable for either of you.
The cart carries the rear of the body on wheels. Your dog uses their front legs to move, and gets to lead the walk again instead of being lifted through it.

Care
Wipe the frame clean; hand wash the fabric straps and let them dry fully. Check the fasteners and wheels regularly.
